Mr. Pratap Chatterjee's comments gave me a feeling of dejavu. We seem to be repeating the same mistakes we made in Vietnam, when I served there as Advisory Team Leader: Just as in Vietnam, the first priority of the indigenous police is the well-being of their relatives and friends, and this demands some involvement in graft and corruption. On the other side of that conflict, the "bad" guys wrap their military mission in an undeserved mantle of self-righteous dignity. Though neither side really cares much about the suffering people, these know only too well that a foreign power will soon leave their land, and they realize that time is NOT on OUR side!
