Bob, I am a fan of yours and a member of the sports media. I cover sports for NPR , back in 1998 I covered media. I simply disagree with the premise. I recently nexis searched "steroids and McGwire" from 1998 and got almost 2000 articles. Every big paper wrote about it. No one had "the goods" but baseball didn't even test, there were no goods to get. Literally hundreds of papers did stories questioning the andro shadow. First line from an LA Times article back then :

Steroids are baseball's dirty little secret.

Phily Inq:
PILL WITH A PUNCH / IT'S LEGAL, BUT SOME FORESEE DIRE RESULTS

Milwaukee Journal Sentinel:
Andro' builds doubt
Experts question McGwire's use of androstenedione

Let me leave you with one quote from a USA TOday article on McGwire and steroids 9/25/98: Gene Orza, associate general counsel of the union, says media
attention given to the substance is "almost a shameful distraction"
to McGwire's pursuit of the home-run record.

So there was attention paid.
